Hear is what they are testing for:
-Visual Inspection of Smog Components
-OBD II Check with scan tool, "three monitors must run to completion"
-Visual Smoke Check, "most likely at idle and 2500 RPM"
-Probably EVAP (Fuel Cap) Test
Much of the confusion on GVW has come form the DMV's website, but the BAR website is more accurate as they provide the update training for the smog techs and distribute licences and so on. Slide 6 of the above BAR powerpoint presentation for the Smog techs says 14,500 and under GVW will be tested? The DMV website below is wrong in stating less than 8501 lbs:

Colorado is said to be doing the same thing along with other Green states like NY and so on. Just look at the retrofitting for the Big Rigs! Every state that currently smogs gas cars will eventually smog Diesels. It looks like I need to move to Hawaii or Montana
I called Jerry from the BAR in Fresno CA and he said the BAR information is more up to date than the DMV info. Anything over 14,500 GVW or older than 1998 is considered HD and thus will not need to be tested. He said they are working on some tail pipe parameters, but it is unlikely the test will up until 2011, but they are hoping for 2010.

California Assembly Bill number 1488 (AB 1488) was signed by Governor Arnold Schwarzenegger on October 14, 2007.
It gets the ball rolling for smog checks on all diesel vehicles with a GVWR of less than 14,000 lbs. The plan is to start testing '97-and-up diesel vehicles with a GVWR under 8,501 lbs. on January 1, 2010.
At first, 3/4 and 1-ton trucks will still be exempt from the smog check program, but it looks like the diesel free-pass for these trucks may not last. The section of the bill that exempts them will now read:
"All diesel-powered vehicles that have a gross vehicle weight rating of 8,501 to 10,000 pounds, inclusive, until the department, in consultation with the state board, pursuant to Section 44012, implements test procedures applicable to these vehicles." --California AB 1488
That means after a test procedure is approved, it will be game-on for every '97-and-up diesel Chevy/GMC 2500HD/3500HD, Dodge 2500/3500, and Ford F-250/F-350/F-450. At first, it looks as if the smog tests will only involve reading the engine computer for signs of aftermarket shenanigans, but visual inspections of the exhaust and "sniffer" tests are also a possibility.
